Background:
1. Oregon Delegates are bound to vote in proportion to the Primary outcome, but only for the first ballot at the Convention. After that Delegates vote their hearts. You want those hearts to beat for Liberty and Ron Paul.
2. There are 27 Oregon Delegates, and 27 alternates. These Delegates will select Ron Paul as the GOP nominee. 3 slots go to "officials." That leaves just 24 for us.
To be in the pool from which the GOP selects Delegates, and to qualify to attend the Caucus, a person must be listed on the Primary ballot as a candidate to become a Precinct Committee Person ("PCP"

in your neighborhood, i.e., your Precinct. Your Republican neighbors vote for you. You win. Ron Paul wins.
Challenge:
The Caucus process favors long time, known GOP operatives. We are the new kids on the block. To control delegate selection on July 12 be YOU AND THOSE YOU TRUST must be there, and be there in overwhelming numbers.

4. To qualify to be listed on the ballot, Oregon law only requires a person be a registered Republican on September 13, 2007, which is 180 days before the Primary.
5. To qualify for YOUR support a person must be a passionate advocate for Ron Paul. YOU MAKE THE DECISION about whether you want someone in the pool when you contact them and speak with them about Ron Paul.
6. When you find someone who qualifies under Oregon law, and who qualifies with you as a committed Ron Paul advocate, you get that person to complete and sign a Form SEL 105, leaving the precinct number blank. You forward that form to Nicolle.
